The programme includes music from film and popular culture alongside Benjamin Britten’s Young Person’s Guide to the Orchestra, narrated and introduced to help audiences discover the instruments of the orchestra.

Doors open at 2.30pm for a 3.00pm start. Refreshments available.

The same Ward Councillors attended Havering Council’s Strategic Planning Committee (SPC) Meeting on Thursday 26 February 2026, to oppose the principle of any development on this site. Councillor Laurance Garrard spoke on behalf of the Councillors and residents.

Councillor Garrard said, “The proposal to build up to 570 homes on the fields behind Benets Road and Wingletye Lane is a textbook example of a developer attempting to exploit the new ‘grey belt’ classification to build on high-quality, open countryside…The Green Belt is the countryside next door for the population of Havering. Once we allow it to be reclassified based in a developer’s convenience, it is lost forever.”

Details of the consultation process are set out in the report, and are copied below. The Upminster Ward Councillors will be available during the consultation period if you have any questions about the proposal or process.

It is proposed that consultation will run for a minimum of 30 days, between
Friday 06 March and Tuesday 07 April 2026.

Consultation will include the following:

• Publication of the consultation documents on the Council’s website and
  planning register
• Notification by letter to neighbouring occupiers
• Notification by letter to landowners and tenants within the LDO site
  boundary
• Consultation notification to prescribed consultees (including, but not limited to: the Mayor of London, the Environment Agency, Natural England, Historic England, neighbouring boroughs, Health and Safety Executive)
• The display of statutory Site Notices
• The publication of a statutory Consultation Notice within the Romford
  Recorder
• Press release
• Consultation notification to other consultees to be identified, such as
  amenity, environment and business groups operating across the Borough
  or the area of the development site
• Hard copies of the consultation documents are proposed to be available to
  view at Romford Town Hall and Upminster Library during regular opening
  hours

Local Planning Authority Consultation events are provisionally scheduled as follows:

• Public engagement event 1: North Ockendon, Thursday 12 March 2026
  6pm
• Public engagement event 2: Romford, Wednesday 25 March 2026 6pm
• Stakeholder engagement event: Online, 18th March
