Local road maintenance ratings 2025-26

The Department for Transport have published local road maintenance ratings for every local authority in England. The ratings, which range from green (highest) through amber to red (lowest), measure how well each local highway authority is maintaining its local roads and are based on three areas:

  • the current condition of local roads
  • how much each local highway authority is spending on maintaining its local roads
  • how effectively each local highway authority follows best practice in highways maintenance – for example by using technologies to fix and prevent potholes more efficiently

Each authority is then given an overall rating. For the London Borough of Havering, the ratings are as follows:

  • Condition – Amber
  • Spend – Green
  • Wider best practice – Amber

Havering’s overall rating was Amber, which is the same as given to 125 of the 154 local authorities listed.

The Department for Transport’s Local data can be accessed via Local road maintenance ratings 2025 to 2026. Havering Council’s report that was used to produce the ratings can be viewed via the Local highways maintenance transparency report.
