Brain Injury Unit appeal granted
With reference to our previous posts concerning the planning application P0054.25 for the ‘Erection of Acquired Brain Injury Unit with associated access, car and cycle parking, landscaping and infrastructure’, on land next to Coopers Coborn School’s playing field in St. Mary’s Lane, Upminster, an appeal against the Local Planning Authority’s refusal of planning permission was recently held.
Following the appeal hearing, the Inspector has determined that the land in St. Mary’s Lane meets the description of Grey Belt and has approved the application. The decision is contrary to two previous appeal decisions, which had rejected the applications primarily on the basis that the land was designated as Green Belt on the Local Plan.
Whilst this is disappointing in terms of Green Belt protections, there are of course positive aspects to having this provision in the borough. Many patients currently have to travel or be accommodated in out of borough facilities and homes, causing difficulties for them and for their families, carers and visitors. In his determination, the Inspector set out an extensive list of Conditions which must be met both prior to and during the construction of the unit, including working times, landscaping, travel planning, noise attenuation and various other matters.
