Emergency closure of Brickfields level crossing after dangerous behaviour by young people
Network Rail have released the following press release, following the emergency closure of Brickfields level crossing, after dangerous behaviour by young people was captured on camera.
‘Brickfields level crossing, near Upminster in the London Borough of Havering, has been temporarily closed following repeated incidents of dangerous misuse involving children and teenagers.
The closure comes after concerning behaviour was captured on camera during a recent level crossing survey. The antics caught on camera show children and teenagers placing themselves at significant risk of serious injury or death through distraction by performing handstands, using their phones, racing across to beat a train, walking on the anti-trespass boards and even worse, deliberately playing ‘chicken’ with oncoming trains.
The railway line through Brickfields is used by approximately 230 trains every day, meaning trains pass through the area regularly at all times of the day. The extremely concerning behaviour observed represents an unacceptable safety risk to those involved, railway staff and passengers.
The level crossing has been initially closed for 21 days since 30 September but will be extended further while action is taken to address the serious misuse observed.
Shenel Bullock, Route Health & Safety Manager for Network Rail Anglia said: “The safety of the public is our absolute priority, which is why we have taken the difficult decision to temporarily close Brickfields level crossing.
“We understand this closure may inconvenience some local people, but we cannot ignore the significant risks posed by this behaviour. This temporary closure gives us the opportunity to assess what further measures may be needed to keep people safe.
“We are asking parents, carers, teachers and the wider community to help us reinforce this vital safety message. Every railway safety conversation could help prevent a tragedy.”
Network Rail is working closely with the British Transport Police (BTP) and local partners to address the issue. with visits being planned for local schools in the area to educate pupils about the dangers of misusing level crossings and trespassing on the railway. The level crossing will remain closed until all year groups in the schools have received the educational presentation.
The latest incidents serve as a reminder of the stark safety message at the heart of Network Rail’s ‘No Second Chances’ campaign, which ran earlier this year. The campaign highlighted the devastating consequences that can result from taking risks around level crossings and encouraged people to stop, think and stay safe whenever they cross the railway.
Through education, enforcement and community engagement, Network Rail and British Transport Police are committed to preventing further incidents and helping young people understand the potentially tragic consequences of unsafe behaviour on the railway.
Members of the public who witness dangerous behaviour on or near the railway are encouraged to report it to the British Transport Police by texting 61016 or calling 0800 40 50 40. In an emergency, always dial 999.’
The press release is available on the Network Rail – Brickfields webpage.
