Havering Council – Parking fines consultation

Havering Council have launched a consultation into a proposed change to how parking fines are administered.

Currently, if someone appeals a Parking Charge Notice (PCN), and the appeal is unsuccessful, they are entitled to a 50% discount on the full fine. The council are proposing to remove this discount and apply the full fine following an unsuccessful appeal.

A 50% discount would still apply if the fine were to be paid without submitting an appeal.
