Planning appeal – Lodge Farm, Park Farm Road
Some time ago, Cllr Jacqueline Williams was able to request that Havering Council issue a Stop Notice at Lodge Farm, Park Farm Road, Upminster (known locally as Pumpkin Farm). The Notice prevented the further spreading of ‘rubble’ across the fields at this site.
The landowners subsequently applied for a Certificate of Lawfulness to carry out ‘operational development in the form of engineering operations to consolidate and extend existing agricultural hard-standing’ on the land. The work would have involved the ‘laying of clean, inert, permeable aggregate as part of a unified agricultural yard’. The Certificate of Lawfulness was refused by the council, as no buildings or structures are currently proposed on the site.
An Appeal (ref. 6006547) against this decision has now been made to The Secretary of State and representations/objections can be made to the Planning Inspectorate. This can be done on the Planning Inspectorate Portal or you can send it in writing to The Planning Inspectorate, c/o Quadient, 69 Buckingham Avenue, Slough, SL1 4PN.
The closing date for comments is 11 June 2026 and it is important that all correspondence quotes Appeal Reference 6006547.
