Gallows Corner Flyover update

After an absence of several weeks, we have received an update (below) on the state of the works for the replacement of Gallows Corner Flyover.

Upminster and Cranham Residents’ Association councillors have been in regular contact with Havering Council, as well as contacting Transport for London (TfL) and Essex and Suffolk Water (ESW), to establish a new time frame for the completion of the delayed works. Unfortunately, we do not yet have a set date and will continue to press for the works to be completed as soon as possible.

Main Flyover Works

The construction programme is being revised by TfL to accommodate ESW works and foundation designs. Steel work and spans continue to be installed. Spans 1-4 are in situ, Span 8 is due to be installed in the center of the roundabout by the end of the week. Spans 6 and 7 will then be installed on the roundabout, before switching the bus and emergency vehicle lane over to the opposite side of the roundabout, to allow Span 5 to be installed.

Highway works to roundabout are on-going. Design work on foundations and abutment on the eastern side of the flyover are continuing in parallel.

Essex and Suffolk Water’s (ESW) main upgrades

ESW have identified an alternative design and construction methodology for the water main works, which is in the process of being finalised and coordinated with the TfL programme and existing utilities.

Most of the ground investigations have been completed and ESW have completed a soft start and begun works in the central section of the roundabout. The immediate priority is to complete works on the eastern side of the roundabout, to allow the bus lane to be switched over and Span 5 installed.

Current Issues

Continued programme delay due to issues associated with poor ground conditions, which has resulted in damage to some of the existing foundations on the eastern side of the flyover.

Traffic volumes are increasing now that schools have returned. Delays across the network are being monitored.

General Updates

TfL continue to monitor vehicle movements on the bus and emergency vehicle lane at Gallows Corner. The use of the bus lane by unauthorised vehicles has reduced to manageable levels. Prominent signage is in place to highlight restricted access, which is helping to protect bus journey times and emergency vehicle response times.

Bus Route 375 has been reinstated to full route.

LBH Ongoing Actions

Fixed penalty notices are being issued on a daily basis to TfL for the overrun of the works.

The Leader of Havering Council has met again with Transport for London (TfL) to push for an end date to the Gallows Corner project and continued disruption to residents and businesses. Senior representatives from TfL visited the Town Hall last week to provide an update on the flyover project, as well as the parallel works taking place by ESW. While TfL were unable to provide a programme end date at this time, they reassured the Council that they should be able to say more in the next few weeks. They also emphasised that work continues on the flyover in the meantime.
