Gallows Corner Update (09 July 2025)
Havering Council have published another update regarding the ongoing works at Gallows Corner, a summary of which is detailed below.
Main Flyover Works:
Demolition has commenced. The flyover is made up of 13 spans. Of these, four have been removed, with a further two due for removal on Thursday 10 July. Removed spans are starting to be transported off site as Abnormal Loads. Abutments removed, hydro-demolition complete and saw cutting of concrete ongoing.
The construction programme is on track.
Essex and Suffolk Water’s main upgrades:
Directional drilling from trenches to start on 11 July. The construction programme is on-track
Current Issues:
Most significant traffic congestion is focused at the following locations:
- Currently, emergency water mains works are being undertaken on Lower Bedfords Road close to the junction with B175 Havering Road, which is causing disruption.
- The A12 is improving – there are still delays but is working reasonably well for journeys into Havering.
- Most delays are being experienced on the A127 westbound and on all approaches to junction of Ardleigh Green Road and Squirrels Heath Road.
Noise and disturbance:
Noise and disruption is being experienced by residents within the vicinity of Gallows Corner.
For the flyover works, the noisiest works (Hydrodemolition of the abutments) have been completed. Transport for London (TfL) and Costain are prioritising saw cutting of the abutment in situ before temperatures increase, to minimize noise disturbance for residents.
For the Essex and Suffolk Water water main works – directional drilling will be ongoing until August.
LBH Ongoing Actions:
Council officers have been in contact with Essex and Suffolk Water and reiterated the need to get the emergency works in Lower Bedfords Road repaired and the site cleared as quickly as possible. Essex and Suffolk Water have confirmed that they will work around the clock to do that, but noted that there is potentially quite a significant amount of work involved to deal with a leak on a main of this size.
Constraints around emergency access have been resolved and agreed with all services. Regular testing of routes is being undertaken by emergency services.
Issues relating to rat-running are currently being investigated. Officers have asked Costain and TfL to monitor and review the situation, and provide proposed solutions and updates on an urgent basis.
Discussions with the Romford BID has confirmed that there has been no drop-off in footfall in Romford Town Centre since the full closure of Gallows Corner. Conditions on the Ring Road have also settled down.
Residents and businesses continue to be advised to avoid the area, travel off-peak, and follow signed diversion routes where possible.
Work is on-gong to replace the existing informal crossing on the Straight Road approach to Gallows Corner with a new signalized crossing, as part of the Gallows Corner works.
A regular programme of meetings with TfL, Costain, and emergency services continue.
I live near Gallow Corner and see lots of private vehicles being allowed round Gsllows Cornet.
Also is the project on time and will it be open on the 22 September as initially announced.

Dear Evelyn,
Thank you for your message. TfL are due to release a public statement in the very near future regarding the project. Havering Council’s last Weekly update, from the end of last week, stated that the project is still on course to finish before the end of September.
Regarding private vehicles, the authorities do acknowledge that some are ignoring the prohibition and using the Bus Lanes, but this is reducing following action by those on site.
